Samuel Montalvo is the founder of Valor Evidence Group, a veteran-focused consulting firm dedicated to helping service members and veterans build stronger, evidence-based VA disability claims.
With a background as a federal appeals leader, former VA-accredited attorney, and U.S. Army veteran, Samuel brings a rare combination of legal, evidence-development, and adjudicative insight into the VA claims process.
He has handled and resolved high-stakes federal disputes where outcomes depend not on assumptions, but on evidence strength, legal positioning, credibility, and strategic execution.
Valor Evidence Group was created to bring that same disciplined, evidence-first approach to veterans who need clear strategy, credible medical-legal coordination, and a stronger path forward.
Professional Background
Samuel's professional career includes federal appeals work, complex legal analysis, high-dollar dispute resolution, persuasive writing, and leadership over teams handling technical, evidence-driven cases. This experience taught him how to analyze records, identify weaknesses, evaluate competing positions, and build compelling narratives grounded in facts.
As an International Appeals Team Manager and former International Appeals Officer, Samuel has worked on complex federal matters involving litigation risk analysis, treaty interpretation, foreign tax credits, Subpart F, cross-border disputes, and high-stakes case resolution.
He also served as a VA-accredited attorney and department director, leading teams that reviewed medical records, service records, lay statements, VA decisions, Higher-Level Reviews, Supplemental Claims, Board appeals, Court appeals, and complex disability claim strategies.
Through that work, Samuel saw a recurring pattern: veterans with legitimate service-connected conditions were being denied not because they did not deserve benefits, but because their claims lacked the right evidence, medical opinions, or strategic presentation.
Samuel realized that what veterans needed most was not simply someone to file paperwork. They needed someone who could help them understand the evidence, identify gaps, coordinate credible support, and build a complete, strategically sound claim before submitting it to the VA.

As a veteran himself, he has navigated the VA claims and appeals process firsthand, including taking his own case through the Board of Veterans' Appeals and into the U.S. Court of Appeals for Veterans Claims.
That experience exposed a critical reality: even strong cases can fail when they are not built correctly.
It reinforced what he would later see repeatedly at scale—that outcomes are often determined not only by the legitimacy of a condition, but by how the evidence is developed, how medical opinions are structured, and how the claim is strategically presented.
This firsthand experience became part of the foundation for pursuing VA-accredited work and ultimately building a consulting model focused on helping veterans prepare stronger, clearer, and more evidence-based claims.

Why Valor Evidence Group Was Created
Valor Evidence Group was founded on a simple principle: veterans deserve better than guesswork, rushed filings, and cookie-cutter claim strategies.
Too many veterans are told to "just file and see what happens," or worse, they're sold overpriced services that don't actually strengthen their claims. Others are left to navigate the VA system alone, without understanding what evidence the VA actually needs or how to obtain it.
Samuel created Valor Evidence Group to provide veterans with what they truly need: strategic guidance on what evidence to gather, how to organize it, where to obtain credible medical opinions, and how to present their case in a way that aligns with VA regulations and medical-legal standards.
The firm's approach is rooted in transparency, integrity, and a commitment to building claims the right way—focused on facts, evidence, and strategy, not empty promises or inflated expectations.
